Short answer
The X-E3 is a 24.3MP rangefinder-style body with ACROS, a focus joystick and a fixed touchscreen. At 337 grams it is the lightest X-E ever made, and it has 15 film simulations.
The X-E3 removed the four-way pad and replaced it with touch gestures and a joystick, which sounded alarming and turned out fine. It is the lightest camera in the whole X-E line and the cheapest one with ACROS.

The gesture experiment
Fujifilm deleted the D-pad and assigned four swipe gestures on the rear screen instead, adding a focus joystick for AF point selection. In practice the joystick does most of the work and the gestures are rarely missed.
The screen is fixed, which is the main handling difference from the X-E4 that followed.
Where it sits now
The X-E3 is usually much cheaper than an X-E4 and has ACROS, which is what most people want from a small Fujifilm. It lacks Classic Negative, ETERNA and the tilting screen.
Autofocus is X-Trans III generation: fine for people and street, weaker on fast subjects.

Verdict

Common questions
Does the X-E3 have a D-pad?
No. Fujifilm replaced it with touch gestures and a focus joystick. Most owners adapt within a week.
X-E3 or X-E4?
The X-E4 has a newer sensor, more simulations and a tilting screen. The X-E3 has a better grip and costs less. For pure image quality, the X-E4.
